A scarce restricted-circulation manual on forensic handwriting examination, issued in 1968 by the Scientific-Technical Department of the Ministry for the Protection of Public Order of the Georgian SSR, the republic-level Soviet police ministry and forerunner of the modern Georgian Ministry of Internal Affairs. Compiled by forensic experts G. P. Gelbakhiani and K. G. Khurtsilava, with a foreword by Deputy Minister V. I. Shaduri, the manual was intended strictly as an internal reference for investigators and criminalists and, printed in a run of just 500 copies distributed free of charge, was never placed on public sale. It surveys the theory and methodology of forensic handwriting identification, opening with the conceptual foundations of writing and handwriting analysis in criminalistics before proceeding through the full methodology of graphic expert examination: preliminary study of submitted materials, extraction and evaluation of individual and combined identifying features, and the resilience of handwriting characteristics under deliberate disguise. A dedicated chapter addresses the specialized problem of signature examination, including detection of forged signatures produced through prior practice and common errors in handwriting and signature identification. A concluding chapter sets out practical rules for selecting and submitting comparison samples, and the appendices include statistical tables of the frequency and identification value of individual handwriting features in Russian cursive and printed script, standard protocols for obtaining samples and commissioning examinations, and worked examples of expert conclusions. As a genuinely restricted internal publication of a Soviet republican police ministry, surviving copies rarely circulate outside institutional archives; the book is of interest to collectors of Soviet criminology and forensic science, and to specialists in the history of questioned-document examination in the USSR.
