A pioneering monograph by Arkady Adolfovich German of Saratov University, the leading Russian specialist on the history of the Volga Germans and the German national-territorial formations of the Soviet period. The volume is the first of a planned two-part history of the German Autonomous Oblast and the Autonomous Soviet Socialist Republic of Volga Germans from their establishment in 1918 to their liquidation and the mass deportation of the Volga German population in August 1941. Part I covers the period from the creation of the Labour Commune of the Volga Germans in October 1918 through its transformation into an Autonomous Oblast and, at the end of the period, into the ASSR in 1924. Three chapters examine the formation of the Volga German territorial autonomy after the October Revolution; the years of the Civil War and War Communism; and the catastrophic famine of 1921, which the author treats as the pivotal trauma in the history of Volga German self-governance, together with the transition from the autonomous oblast to the ASSR. The volume draws extensively on archival materials, the majority of which are introduced into scholarly circulation for the first time. Published in 1992 at the moment of post-Soviet opening of the Soviet archives, the book marked the first serious scholarly treatment in Russia of the Volga German autonomous institutions, a topic suppressed during the Soviet period because of the deportations. Of interest to researchers and collectors concerned with Soviet nationality policy, the history of the Russian Germans, the Volga region, Soviet deportation history, and the communities of Russian-German diaspora worldwide.
