This documentary compendium reproduces the primary-source record of the foreign policy of the short-lived Transcaucasian Democratic Federative Republic and its successor, the Georgian Democratic Republic (1918-1921), originally assembled and printed by the Georgian government itself in Tiflis in 1919 while the republic still stood. Arranged chronologically, the documents trace the formation of the Transcaucasian government after the October Revolution, the rejection of the Brest-Litovsk terms ceding Georgian-populated territory to Turkey, the Trebizond and Batumi peace conferences, the collapse of the Transcaucasian federation, Georgia's declaration of independence in May 1918, its treaties with Ottoman Turkey, and its subsequent diplomatic dealings with Germany, Britain, the Volunteer Army, Azerbaijan, and Armenia through January 1919. The collection is cited as a primary source by contemporaries including Leon Trotsky and remains referenced in current scholarship on the formation of the post-Soviet Transcaucasian borders. This 1990 reprint, issued on the eve of Georgia's restored independence by a cooperative venture of the Union of Theatrical Figures of Georgia, made the long-scarce 1919 original accessible again at a historically resonant moment, with a new foreword by the historian G. S. Mamulia contextualizing the documents for a contemporary readership.
