Issued jointly in 1985 by the four principal Soviet institutions responsible for criminal justice - the Ministry of Justice, the Prosecutor's Office, the Ministry of Internal Affairs, and the Ministry of Health - this booklet of methodological recommendations reflects the growing sophistication of Soviet forensic science in its final decade, addressing what specialists call "contact-trace" or transfer evidence: the physical proof left behind when two objects, or a person and an object, come into mechanical contact, whether a struggle, a vehicle striking a pedestrian, a weapon damaging clothing, or fibers transferring between garments. Compiled by a team of chemists, forensic physicians, and legal scholars from the All-Union Research Institute of Forensic Expertise, the Institute of the USSR Prosecutor's Office, the USSR Ministry of Health's Research Institute of Forensic Medicine, and other leading institutions, the recommendations lay out a complete procedural chain for investigators and forensic examiners: detecting and fixing contact traces at the crime scene and during other investigative actions, properly seizing, packaging, certifying, and transporting the evidence, describing and preserving it before expert analysis, determining which class of expert examination is required, formulating precise questions for experts, and finally evaluating the resulting expert opinion for use in court.
