After Marr's death in 1934, Meshchaninov became the dominant figure of Soviet linguistics, directing the Institute of Linguistics of the USSR Academy of Sciences and presiding over what Stalin in 1950 famously condemned as an \"Arakcheyev regime in linguistics.\" The present booklet records the talk Meshchaninov delivered at the Marxist Scientific Research Association attached to the Azerbaijan State Scientific Research Institute, along with the discussion it generated - a document from the precise moment in 1931 when Marrism was consolidating its claim to be the only Marxist-compatible linguistics. The Georgian translation by D. Karbelashvili, published by the Tiflis Pedagogical Institute, places this document within the reception of Marrism in Soviet Georgia - a particularly charged context, since Georgia was simultaneously Marr's birthplace and the home of his most effective academic opponents, above all Arnold Chikobava, whose eventual direct communication with Stalin contributed to the 1950 denunciation of Marrism. The 1929 Theses on Japhetidology by Meshchaninov - the predecessor document to the present talk - were only first translated into English in 2010-2011, as part of the collection \"Politics and the Theory of Language in the USSR 1917-1938,\" marking the renewed international scholarly interest in Marrism as a chapter in the history of Soviet science and ideology.
