Three chapters examine, first, the legal position, achievements, and structural limitations of the Russian zemstvo in the pre-revolutionary decades - including its activities in public education, healthcare, economic development, and the zemstvo constitutionalist movement of the late nineteenth and early twentieth centuries; second, the formation and articulation of zemstvo opposition in 1905, from the shock of Bloody Sunday through the extraordinary spring and summer sessions of 1905 and the final sessions of the liberal zemstvo majority; and third, the zemstvo assemblies in the period from late 1905 through 1907, encompassing the period of constitutional freedoms proclaimed by the October Manifesto and the subsequent reactionary period that closed the revolutionary cycle. The study draws on the published journals of provincial zemstvo assemblies and archival materials.
