Wilhelm Hort (1878-1938) was a German engineer and applied mathematician who worked at AEG and taught at the Technische Hochschule in Berlin-Charlottenburg. He is chiefly remembered for Technische Schwingungslehre (1910; second, greatly enlarged edition 1922), the foundational German treatise on technical vibration theory, and for the present work, first issued by Julius Springer in 1914 and reissued in a substantially expanded second edition in 1925. The Russian translation appeared at the height of the First Five-Year Plan, when the State Technical-Theoretical Publishing House was systematically importing Western engineering literature to support Soviet industrialization. Its editor was Rodion Osievich Kuzmin (1891-1949), the Leningrad number theorist known for the Gauss-Kuzmin distribution and for his 1930 proof of the transcendence of two to the power of the square root of two, a partial solution of Hilbert's seventh problem that anticipated Gelfond's general result by four years. Kuzmin's role went well beyond editing: as the publisher's note explains, sections 59 to 66 of the German text were dropped, and a considerable number of passages were rewritten both for clarity and to correct errors in the original. The book's lasting interest lies in its treatment of mechanical and graphical methods: planimeters, integraphs of the Abdank-Abakanowicz type, and graphical summation appear alongside the catenary, the elastica, Bessel and Legendre functions, ballistics, skin effect, the Ferranti phenomenon, transformer theory and hydrodynamics.
