The author, Andronik Gzeliev, a teacher at the Tiflis Theological School, presents a close analysis of the council's canons, preceded by a biographical sketch of David III and an account of the political and ecclesiastical circumstances that prompted him to summon the synod. Among the matters the study treats in detail is the council's ruling on relations with the Armenian Apostolic Church, which the Georgian Chalcedonian hierarchy regarded as having fallen into heresy since the Council of Chalcedon, mandating the re-baptism, as of pagans, of Armenians converting to Georgian Orthodoxy, while noting the more conciliatory practice that in fact prevailed between Georgian and Armenian communities in daily life. Preserved within the Nomocanon compiled by St. Euthymius the Translator, the Dzeglis Tsera is described in the text as the oldest and first written legal enactment of the Georgian Church, of importance both as a canonical monument of antiquity and for its lasting practical role in Georgian ecclesiastical governance.
