Born in Baku to a worker at the Nobel Brothers oil company, Baibaków graduated from the Azerbaijan Oil Institute, rose to managing the Leninneft trust by 1937, and in 1938 was appointed by People's Commissar of Fuel Industry Lazar Kaganovich as head of Vostokneftedobicha (Eastern Oil Production) in Kuibyshev. This book was written the following year, when Baibaków was 27-28 years old and held direct operational command of the Second Baku program. He subsequently served as People's Commissar and Minister of the Oil Industry (1944-1955) and, most consequentially, as Chairman of Gosplan USSR in two terms — 1955-1958 and 1965-1985 — making him the longest-serving director of the Soviet state planning apparatus and one of the most powerful economic administrators in the history of the USSR. He was twice Hero of Socialist Labor and laureate of the Lenin Prize (1963). All of Baibaków's other books — his memoirs \"Forty Years in Government\" (1993), \"From Stalin to Yeltsin\" (1998), and \"My Homeland Azerbaijan\" (2001) — appeared only after the dissolution of the USSR. The 1939 \"Second Baku\" is therefore the only publication from the decades of his actual authority: a category of document that does not exist for any comparable figure in Soviet economic history.\u003cbr\u003eThe subject matter amplifies the significance further. The Second Baku — the Volga-Ural oil region, extending across Bashkiria, the Kama basin, and the Kuibyshev area — was designated a strategic priority of the Third Five-Year Plan in direct party resolutions by Stalin (XVII Congress) and Molotov (XVIII Congress), both quoted as epigraphs in this volume. The stated rationale was the Soviet government's fear that in the event of war the Baku oilfields could fall to an enemy — a fear proven prescient in 1942 when German forces reached the northern Caucasus. Whether the Second Baku was a genuine strategic alternative or, as some later historians have argued, in part a deliberate act of strategic deception intended to mislead potential adversaries about Soviet oil capacity, only deepens the historical interest of this primary document written by its own director. The book surveys the initial oil discoveries of 1929 at Verkhnechusovskie Gorodki, the geology of the region, the history of eastern Soviet oil extraction, and the operations of the Bashneft, Syzranneft, Embaneft, Tuimazaneft, Prikamneft, and Buguruslanneft trusts, covering the Ishimbai, Tuimaza, Krasnokamsk, Severokamsk, Syzran, Kuibyshev, and Samarskaya Luka fields.
